Once in the program, she liaises with them on internship and job opportunities and enriches their access to development leaders and resources.

Debra brings extensive expertise managing international education, training and exchange programs for development. At leading not for profit organizations in Washington, DC, she collaborated with donors to administer programs funded by the U.S. Agency for International Development (USAID), U.S. Department of State, Carnegie Corporation of New York and other foundations.  Most recently she served as a senior manager at the Institute of International Education’s (IIE) Council for International Exchange of Scholars (CIES). In many roles over 16 years there, she directed scholar academic partnerships, launched new Carnegie-funded grants linking African universities with Diaspora scholars and led the program team administering the worldwide Fulbright Scholar Program. Earlier, she managed the Sub-Saharan Africa and Latin America/Caribbean portfolios for Fulbright Scholar grants to U.S. and international faculty, administrators and professionals.

Previously at Partners for International Education and Training, Debra placed and monitored professionals and academics from Africa and the Middle East in U.S. graduate, non-degree and tailored entrepreneur training. A major worldwide participant training program funded by USAID, she managed the Africa program team at Partners for several years.

Debra holds a Master of Education from Marymount University in Virginia and a Bachelor of Science in Foreign Service with a Certificate in African Studies from Georgetown University. She lived in Kenya and Nigeria as an exchange student and conducted short-term work in numerous African countries.
